Status: concept / preparation
Regional explorations and pilot concepts may exist before they are ready for public presentation. We distinguish clearly between an idea, a proposed pilot, a funded project and an operational programme. The Beira pilot is being developed as a possible first territorial proof route; it will appear here only when its status is sufficiently concrete.
